Ryan McMillen is a Director of Program Delivery who works with Diana Smith on the ITSS contract serving as a Deputy Program Manager and Task Lead. Ryan believes that a thorough understanding and fervent dedication to the client’s mission are key building blocks to excellent project delivery. He has supported numerous Federal customers over his career and is most proud of the data integration and big data platform implementation work he completed for an intelligence community customer which directly supports the war fighters of the United States Armed Forces. Ryan is a certified Program Management Professional (PMP) as well as ITIL Certified Practitioner. Additionally, he’s hold a CompTIA Security+ (Sec+), Certified Ethical Hacker (CET) as well as Certified Scrum Master (CSM) certifications. Ryan has an MBA with a concentration in Project Management from Columbia Southern University.
Sandra Gillis is the Director of Human Capital and Culture who provides strategic guidance and leadership for all aspects of human resources functions and establishes a vision and direction for core human capital programs and policies to our C-Suite Executives and Leaders at VersaTech.
Sandra is very passionate and committed to providing and ensuring that our company culture welcomes a diverse and inclusive population and supports each person in achieving career goals within the organization. She loves helping others succeed and reach their career aspirations while enjoying the journey along the way.
Sandra has over 20 years of experience in Human Resources with government contracting companies, including the NASA community. She is a seasoned and certified Human Resource Professional who has received numerous awards in her career for exceptional performance and customer service, including Employee of the Quarter at VersaTech in 2018.
Sandra holds an Associate Degree in Human Resource Management from Ashworth University. She achieved her SHRM-CP Certification in Human Resource Management through the Society of Human Resource Management in 2009 and has maintained that certification with continuing education credits. She is also a member of Chesapeake HR Management Association and the Howard County HR Management Group. She is also a member of the Vistage Emerging Leaders Program.
Sandra loves to travel, spend time at the beach, spend time with friends and family, and take long weekend trips with her husband and their dog, Wesley.
Jessica Dillon, Director of Enterprise Infrastructure, leads the strategic direction and day-to-day operations of Corporate Infrastructure and IT services and provides IT support and services to multiple different programs.
Jessica believes that challenges make life interesting. Working in the IT realm presents a multitude of challenges on a daily basis. It is the constant challenges that has kept Jessica so engaged in her IT career and why she is so passionate about what she does.
Jessica has 20+ years of IT experience and has worked with customers across multiple customer sites to implement solutions where others were not able to do so. She implemented a Corporate IT department and governance structure and has continually worked to improve IT services across the Corporate office as well as the Programs we support. She was the IT champion for the Corporate Digital Transformation Initiative to improve workflow, efficiency, cost effectiveness and transform the way we work together.
Jessica has achieved the following certifications: CISSP, MCSA, CASP, Security+.
Jessica holds a Bachelor of Science in Computer and Information Science with a major in Cyber and Network Security from ECPI University.
David Shomette is a 25-year industry veteran and leads VersaTech’s business development, capture, and proposal activities.
Mathew Weiss is a Technology Director who oversees VersaTech’s agile software development teams at DOT NHTSA who produce and maintain over 40 major applications, including the NHTSA.gov website which can get up to 1M public user hits per hour.
Mat believes his efforts at the DOT and other federal agencies have had a meaningful impact on our nation’s public health and safety.
Mat introduced several high impact technology innovations for NIH’s National Children’s Study significantly improving study operations.
Mat holds a Master of Science in Information Systems from UMBC.

As the Director of Finance and Accounting at VersaTech, Stephanie An is responsible for fostering the financial integrity and fiscal health of the organization. Stephanie plays a critical role in partnering with the senior leadership team in strategic decision making and as well as day-to-day management of the finance teams and their core functions including accounting, planning, financial reporting and compliance. Originally from Fuzhou, China, Stephanie lives in Elkridge, Maryland. She earned a bachelor’s degree in accounting from Towson University and a master’s degree in business administration from University of Maryland University College. Stephanie is married and has two children. She enjoys traveling with her family and finding a good bargain when shopping. Stephanie is a strong believer in treating everyone equally, with the same amount of respect and joy.
Brien J. Miller is VersaTech’s Director of Technology focusing on Strategic Growth and Capability building. Mr. Miller has nearly 30 years of experience in designing and delivering large scale Federal and real-time systems for such diverse clients as the Department of Defense (Navy, Air Force, Army), the Federal Aviation Administration, NASA, the Federal Highway Administration, Pipeline and Hazardous Materials Administration, the Federal Railroad Administration, and the Transportation Security Administration. Mr. Miller, a former Navy Officer, is a Project Management Professional (PMP) specializing in the development and management of advanced Mission Systems Engineering Portfolios and Programs.
